PMLC: Closure

Purpose

The purpose of the Project Management Life Cycle (PMLC) Closure phase is to gather stakeholder feedback for process improvements; assign ownership to outstanding items from Execution and other post project activities; finalize project one-time costs; and close the project and release all resources.

Entry Criteria

  • Project has launched successfully and warranty work is completed
  • Clarity entry is updated to reflect Closure phase

Artifacts

The artifacts listed are required for Tiers 1 - 4, unless stated otherwise.
Note: All forms and templates maintained by the EPMO Methodology Team are linked under the first column called Artifact Name. All other artifacts are linked to the respective area of the Intranet under the last column called Support. Business Process Map
(Final Future State)

Documents changes in the business processes as result of the project. Created and/or updated throughout the Project Management Life Cycle (PMLC) phases.
Created according to the Business Process Management (BPM) process mapping standards.
Completed by a Business Subject Matter Expert (SME), Change Management Lead, Line of Business Change Management Champion(s), and/or a Requirements Subject Matter Expert (SME).

BPM (EES)
Financial Projection Template (FPT)

Calculates the costs, benefits and Shareholder Value Added (SVA) of an initiative, and provides consistency for project evaluation at the enterprise level. Updated at Closure with all cost and benefit changes.
Completed by the Business Owner and/or Project Manager.

CDS 
Benefit Management Worksheet
Calculates the costs, benefits and Shareholder Value Added (SVA) of an initiative and provides consistency for project evaluation at the enterprise level.

CDS 
Adoption and Sustainment
Assesses the progress towards adoption of the change.
Typically completed by the Business Owner.

OCM (EES)
Lessons Learned 
Allows adjustments (to change activities, processes, etc.) to be put in place for the future based on feedback from the employees. Determines whether the project was a success by benchmarking back to goals, mandate and deliverables outlined in Project Seed Funding Request and Project Schedule.
Typically completed by the Project Manager, Business Owner and/or People Managers.

PMLC
Project Closure Presentation 
Summarizes the key deliverables achieved and the overall outcome of the project with respect to original scope.
PMLC
Post Implementation Review (PIR) (Draft)

Captures the review and assessment of the completed working solution. Completed after the project/program has been closed, as per PIR Operating Standards.
The Business Owner and/or Project Manager assigns an owner and timeframe for completing the PIR.

Ensure Entry Criteria is Met
Ensure that the project has launched successfully, warranty work is completed, and the Clarity entry is updated.
Complete Financial Reconciliation

Complete financial reconciliation and update the Financial Projection Template (FPT) and Benefit Management Worksheet.
Perform Closure Activities
Set up the transition from project to business and technology.
Assign an owner for all outstanding activities.
Assign an owner for Post Implementation Review (PIR).
PMO to email completed PIR to Jason King (Jason.King@td.com) from the Governance Team. EPMO reports PIR results to Strategic Committee Optimizing Portfolio Excellence (SCOPE) monthly.
Finalizing the Business Process Map
Ensure a Process Map Owner is assigned and submit the process map and related process information to the Business Process Management (BPM) Repository.

Complete Organization Change Adoption & Sustainment
The Business Owner completes the Adoption and Sustainment Planner to assess progress towards adoption of the change.
Facilitate Lessons Learned Session
Appoint a neutral, third party as facilitator.
The Project Manager coaches the facilitator and provides background on the project.
Record what went well, what could have been done better, and the response to unexpected issues.
Archive, as applicable, in the segment’s Project Management Office (PMO) repository for future use.
Prepare Last FPT Forecast for Clarity

Update the Financial Projection Template (FPT) with final cost and upload the FPT to Clarity.
Closure Presentation
The Project Manager prepares the Project Closure Presentation
Files Archived in External Facility
Archive original project documents that might be needed, as appropriate for your business unit and regulatory requirements.
Release All Resources
Release all resources.
Close Project in Clarity
Update the project record, including project financials, and close the project.
Engage Technology as Required
Speak with your Technology Lead/ Project Manager (PM) or see Enterprise Integrated Delivery Methods (EiDM) for more details.

Governance

Artifacts clearly demonstrate that the project has completed its required scope. Approval at Gate 4 means the stakeholders agree that the project has no outstanding activities and can close.
